[cisco-voip] CER Respin 7.1(1)b Upgrade recommended, potential emergency call failure

There is a new release for CER version 7.1(1)b which fixes an issue 
identified in CER whereby if there is a misconfigured ERL assigned to a 
phone which places a 911 call, the call will not successfully be placed 
to the default ERL.  For example, if a configured ERL in CER is 
1010.911, and there is no matching 1010.911 pattern configured in CUCM, 
the call will fail and the default ERL will not be matched either 
because of an incorrect CSS being applied when trying to match the 
default ERL.  The bug ID is CSCtf90741. 

This issue impacts all CER 7.0 and 7.1 releases.
