[cisco-voip] Bulk change on CCM cluster

Hello, 
currently we using only US language pack for all our users (3000+). 
However most of them are based in Europe and would like to have country specific language pack (e.g. UK, French, Dutch, Spanish). 

What is the best approach to change this? 

PS; we are also using IPCCE. Has this impact regarding agent/supervisor tooling?
