[cisco-voip] Save/Reset/Apply Config

As I understand it (haven't tested it yet), save doesn't reset anything.it
just puts it in the database. The apply actually pushes it to the phone and
prompts a reboot.
You can save a bunch of devices then apply a 'batch' of devices to cause the
reboots.

I've been meaning to ask why the new Apply Config, since it warns you to hit
Save first, why not hit Save/Reset and forget about Apply Config ? I must be
mis-understanding what it's for and why it got added -jason
