Device Line CSS can be used.

Create partition XX-Local, put the Route patterns with route filters that define what is local calling for site XX. Then create another partition, called CW-Local, for example. Place a copy of that pattern in here, but here it is blocking. 

That allows you to do permits and denies while still keeping the device/line css.

Yeah, I'm using the Route Filters as per the Line/Device approach where I'm allowing access to things on the device level and blocking on the line, however the problem is with this approach, is you cant exclude things(Not including exclusions) from the route filters, only match on.


So if I have a restricted phone, I can restrict International dialling by creating a Route Filter matching an international access code, however a problem arises when I want to allow access to certain countries with certain area codes, due to the fact I have a gateway in that country, but as I'm matching on the international access its matching all. I can  exclude the country by changing the international filter to have country-code == [2-9] allowing the country code 1 (US) but then how to I go about allowing only LA area codes through in a blocking sense.

I'm as of now going down the conventional approach where blocking isn't used, just permitting..

Have you thought about route filters? At least for the US calls, by using @ the NANP and apply some route filters with the list of area codes that you want. Allowing the restricted phones to dial only the area codes defined on the route filters,

I don't know how to do what you're trying to do but I'll point out that US area codes aren't a reliable predictor of whether or not a call is local. Calls to a nearby area code can be local, and calls within an area code can be long distance. To do this right, you'd need a list of area codes and prefixes that are local to your gateways.
