[cisco-voip] International Dialling

What I've found, and I'm working through it, is if I create translation patterns with a more explicit match that what is found in the numbering plans it allows it through, I'm sure I tried this on CUCM 6 and it didn't work, this is CUCM 7.

If this doesn't work  (So far I have tried 2 countries and it looks fine) then I'll see if the urgent priority helps.

   It should do best match on your local international. Is it
configured with ! or has all digits in the pattern? If you set urgent
bit on that TP - will it fix the issue? Do you also have urgent on
00.! by any chance?
