[cisco-voip] Arc Console Operator Permissions

Just to let you all know, there is a Windows XP Compatibility mode to run
console.exe in when using Vista.

Under the properties of the shortcut or the exe go to the Compatibility tab
and run as Windows XP SP2... works great!
