[cisco-voip] Arc Console Operator Permissions

you will need to give the user admin rights to the arc folder and the 
registry for arc for this to work

i will send you a reg file I use to fix this issue.

This sounds more like a Windows issue - I don't know much about UAC, can 
you set an exception to the operator.exe in the OS somewhere?
