Cisco Unified Mobility will do this. You can setup multiple remote destinations all to ring, either all at once, or by using the delay before ringing timer and answer too late timers.

We have a department that wants to hunt across cell phones, is this possible? 1 number to multiple cell phones, and the number does not reside on any phone.
