Most likely not. There were some versions of the PWR-C45-1400AC that
only worked on 208V power, even though the data sheets stated either
120V or 208V were allowed.  Vendor tested on 208V, we tried on 120V. 
When they were on 120V, they didn't power up. 

I'd guess that the 2800ACV would be simular (although documented to
only work on 208V power).

Anyway, the power plugs that you can get for the 2800ACV would only
support 208V type connections, you'd have to go out of your way to
make a borked cable to even hook it up to 120V. (ie. it would come
with an L6-20 end which is different and incompatible than the L5-20
for the 120V installations).
