The various DST changes that governments are constantly implementing isn't even an excuse Cisco can use. If Cisco was just slow at responding to change, I could deal. But this crap where DST bugs are always affecting different phone models differently, and fixes seemingly introduce new bugs for other phone models the following year, just smells like really piss-poor (or lack of) testing on Cisco's part. Add in the fact that they've gone through this a bajillion times and still haven't smartened up, and you can see where my rant is coming from.
At least with "no call forwarding on secondary lines" the behaviour is consistent.

I compare Cisco to Microsoft response in DST changes, really Microsoft is amazing...even here in Egypt we have a month that we change the DST at all and this month doesn't have a certain date every year, in other terms we change the clock "four" times a year each year two of these changes are different from the year before...and yet Microsoft release patches for these changes.

The reason that Cisco did not proactively act based on your earlier case is probably because they are just really, really incompetent with daylight savings time. Have they EVER had a year where they've got it right? Maybe we should just be filing bugs for the rare occasions when it *does* work.

The strange thing is that I have opened a case with TAC a month ago for this issue "as I am in a +2 time zone that changes DST in last of September not in the last of October as other +2 areas and I just got a response from them today when they got more hits on that case from other countries"...why they did not do a proactive action from my case "and properly others opened cases for it".
An issue appeared on CUCM 7.1.x with some phones (7940 and 7960). We are currently trying to address this issue, and our development team is working on it.
Problem Symptoms:
Time of Day routing is one hour forward schedule.
The display time on Cisco IP Phone models listed in the problem description reflect one hour behind the current local time before Daylight Saving Time occurs.
Workaround/Solution
Workaround #1
Affected customers can choose to do nothing and wait for the time to automatically update.
Workaround #2
Time of Day Routing
Adjust the time schedules behind one hour.
Cisco IP Phones
1. Choose System > Date / Time Group from CUCM Admin.
2. Create a new Date / Time group that is one hour ahead of local time.
3. Choose System > Device pool.
4. Create a New Device pool and assign the (one hour ahead Date time group) to this new device pool.
5. Assign the new device pool to the Cisco IP Phones that display the incorrect time.
Note: The CUCM time updates occur automatically (dates vary per time zone).
Change your Time of Day Routing and Device Pools back to the original Date / Time group accordingly.

Hello group
this morning we found our IP Phones 7960 showing the wrong time. They all switched to winter time this weekend and are now one hour behind. Other phone types (7961, 7970) are showing the right time.
Has anyone the same problem?
Location: Switzerland
CUCM: 7.1(3a) (7.1.3.20000-2)
Phone load 7960: P00308010100
Time Zone (CMLocal): (GMT+1:00) Europe/Amsterdam*
We have also tried other phone loads (P00308010200 / P00308000900) with no success.
We have checked the Bug Tool Kit but found nothing.
