[cisco-voip] testing dial-peers without T1 ports registered

I'm trying to test my dial-peers, but they are not matching. Is this because they are not registered? I don't have anything plugged into them. 

If I plug in a loopback into each port, will this make the dial-peers reachable? 

I tried the "loopback local line" command on each controller but it didn't help. 

Ideas?
