No, it is not necessary.  Only need to do a restore if rebuilding a Publisher.

I am planning on replacing some 7835 subscribers with new hardware. In the past if I remember correctly all we did was disconnect the old sub, plug in the new sub, install the software duplicating the settings and once it joins the cluster the database is replicated to it. 

Looking over the latest procedure it talks about performing a DRS restore after rebuilding the replacement subscriber server. Is this a new step?
