[cisco-voip] CME to CUBE config

I'm not entirely sure how CUBE Light has anything to do with this - it's
just a reduced feature set for some of the lower end platforms (1861, 880,
IAD).  In the ordering guide it specifically states SIP-SIP connection is a
feature of CUBE light.

Not that it's particularly important - doing SIP-SIP on any of these devices
would be on such a small scale anyways.
