[cisco-voip] Bulk Edit for mailbox size quota in UC 7.x

The Bulk Edit enhancements done for 8.0 allow you to update quotas. I
don't believe there is a way to do it in earlier versions.

If most of the users need to have the same quota, you can configure
them to use the system policy and any changes to that would update all
of those users at once. Then you'd just need to edit the exception
users individually. Of course, if you already configured the users to
use a custom setting, you'd need to switch them back individually.
