[cisco-voip] ISDN 10 configuration to 2821

Be careful with using ccm-manager config command. Cucm technically
does not support partial E1. You can either disable the config
command. Or alternatively you can put the other 20 channels in
maintenance mode from ccm service params. (max of 5 circuits). Or use
h323.
