[cisco-voip] SUB: Regd registration issues with 7961 phone

I am not using a DHCP the ip address and other details are configured
manually. So I am saving it properly but in the setting in the CM
configuration its showing the old CUCM Ip address. I have tried doing a
factory reset. But after doing that when the phone will reboot and it tries
to download the firmware, and it goes dead.

Where is your DHCP being hosted from, the CUCM or an external server?  The
information from the phone should come from there.  You can rule out
something in the phone by doing a factory default of it.
