[cisco-voip] access to webdialer

Thanks for everyone's suggestions. Turns out I forgot to upload the directory cert to the server I have web dialer running on. The reason I could log into CCMuser was because I was going to the publisher for that which had the cert loaded. Once I loaded the cert on the TFTP server (which I have running webdialer) all was good.
