[cisco-voip] DSP timeout.... TAC says echo cancel

This is also built into the software past 12.4(20)T, making that more
or less obsolete.

The MGCP settings in CUCM just set the IOS commands.  You can turn
this on yourself and then disable the MGCP auto-config and you're good
to go.
