[cisco-voip] Locales after upgrade to CCM 7

A log-out then back in appears to be necessary on our site when changing locales - resetting alone is not sufficient if a UDP is logged in.

Glen,

My contacts indicate that phones must logout of EM, reset, login to EM to pickup locale changes.  I have not verified this in the lab.
