[cisco-voip] TSP not controlling a specific phone

What type of phone?

What do CTI traces show for the TSP trying to get control?

It’s in the controlled devices list, I have compared settings to other phones, etc. The actual software is CUBAC, but AFAIK it uses the TSP on the backend for the phone control.  I have two servers for different queues and neither will see the calls on the phone or send the queued calls to the phone.
 
I have a feeling that If I  just delete the phone and readd that will probably fix it, but wanted to see if anyone had any thoughts first.
 
This is CM8.5 so it’s using the new TSP driver.
