[cisco-voip] 8961 phones on CUCM 8.0.3 Not processing calls out after a few minutes

We are deploying a few 8961s at a site, these are connected to a CUCM that uses an IP2IP GW doing H.323 with CUCM and SIP with service provider. Other phones work perfectly, the 8961 will not get calls out, I reset the Route List (same one used by all phones) and I can get calls out after a bit, 15 to 20 mins later, same condition happens.

CUCM is 8.0.3.20000-2
8961 fw is sip8961.9-0-3

Any help is appreciated;
