[cisco-voip] Change RNA expire response on SIP trunk

Initially it they said 90 sec. But after testing at 100sec the recanted and
said it depended on the SBC that the call egressed. We expected to see a
cancel after the 480 but they did not act on it. They were saying they
wanted to see a 487 but that should occur after a cancel?
