[cisco-voip] 7962G Phone with 7915 12-Button Expansion Module - When Pressing 2nd Page Button on 7915 Get 'This Key is Not Active'

I have a 7962G with 7915 12 button 7915 expansion module which should be
able to page to a 2nd 12 button display.
When using page 2 button, get key not active.  Load file
is SCCP42.9-1-1SR1S; Call Manager version is CCMBE8.5.

Any ideas here would be greatly appreciated.
