[cisco-voip] CUPC Click to dial and Outlook 2003

It appears CUPC cannot click dial numbers within Outlook 2003 Messages?

Is there a work around for this or another solution that will allow for
Click to Dial within an Outlook Message.

Same appears to be true with Click from Outlook/Exchange GAL?
