[cisco-voip] Getting Secondary Dial-tone when dialing a translation

Translations like route patterns have a "provide outside dial tone" option/ckeckbox (or something similarly worded). You'll have to check all your RPs and translations that match those first few digits (including wildcards) to make sure none of them have this box checked.
