[cisco-voip] Voice translation rule limit

if you really look at the link... it's still the same.

15.0M is the stable version with bug fixes.  T brakes off and adds
features.  Then T (15.0T) becomes the next M (15.1M) (stable) then T brakes
off (adds more features) to 15.1T so that 15.2M can be the next stable
version.

Not outlined quit that way, but it does still basically look the same as it
has been.
