[cisco-voip] Packet routing failed

Greetings from a sunny Brazil!
My topology:
FXO (Remote Site) -> Cisco 2921 (Remote Site) -> VPN (Mikrotik) -> CUCM
(Main Site) -> VPN (Mikrotik) -> IP Phone (Remote Site)
FXO has a plar to IP Phone DN
when a call arrives at FXO it rings in the IP Phone, but when the users
answer the call is dropped....
I enabled "debug voip ccapi inout" and saw this error:

Googling i found this explanation for Cause Value = 38: "*Either way, cause
code 38 is what happens when you cannot connect to tcp port 1720 at the
remote side*"
So I activated a "debug ip packet detail" in the Cisco 2921 (is not in
production!!), and found this:
10.41.201.250 is Call Manager (Main Site)
10.41.202.189 is Cisco 2921 (Remote Site)

So the Network Failure (Cause Value 38) is because this "packet routing"
error...
Does anyone have any idea of what is the cause of this FIB packet routing
error??? Maybe the Mikrotik VPN??
