[cisco-voip] Redirecting number doesn't end up in greeting properly.

I have 2 hunt pilot. Forward busy to 1444.

When I call 1778, it is working properly. The port monitor shows that it
attempt to forward and hits "PHTransfer" then ended up in greeting for 1444.
However, when I call 5000, it hits attempt to forward as well but it
doesn't seems to have any result. Then ended up in "attempt sign in".

Both Last RedirectingID and Reason is the same however, they have different
behaviour. Anyone have any idea?
