[cisco-voip] Sprawler UAW issue

Friends,
I’m creating a DEV environment and installed a Sprawler and the UAW process is failing.

created a sprawler for customer that needed a lab.  receiving this error on the UAW process:

The services are all up, service accounts are healthy and I have local admin right and have been added to SETUP group to install software.

I think the issue is that the ICM created accounts can't access the local db.
In the icm/<instance>/dis/logfiles directory, the log states:

The service accounts have admin setup and config rights in AD.  The AW patch has alos been applied
Has anyone seen this before
