[cisco-voip] Do not change IP address in CUCM 8.5

Initially it was thought to only affect CUCMBE as this is where it was 
first found.  I have updated the bug title today to reflect that is 
actually impacts CUCM only deployments as well.   The bug title change 
will likely take 1-2 days to propagate to the Bug Toolkit.
