[cisco-voip] CSS and Partition question

Hello Syed,

they are calling each other because you didn't put a lock on
them"partition"...

1. line CSS partitions is concatenated to the device CSS partitions to form
a big CSS with there partitions ordered by line CSS partitions first then
device CSS partitions.
2. yes, partition is on line only.
