I think that your're out of luck.
With Juniper EX switches, you can use LLDP-MED, but you need a minium of
8.3.3 phone load and a phone that supports it to configure a voice vlan.
However, the 7960/40 phones do not support LLDP-MED, Cisco has not announced
any plans to support LLDP-MED on this model phone.
Cisco also, unlike all they're competitors, does not support setting the
Voice Vlan via DHCP either. (I used to manage nortel phones, so I know what
your referring too)
FYI,
I have 7941G-GE's, and 7945's, and they all work flawlessly using LLDP-MED
on the juniper EX switches.
