[cisco-voip] Hunt group Rel 7

I have 7 phones in a hunt group and the last two never ring even when everyone else is logged out or logged in?

CUCM rel 7

I have a  line group configured xxxx  based on available DN/route partitions
The directory numbers show ok and all the phones are built the same way.
I am using longest idle and it seemed to work fine with the first five numbers.
Maybe I need to change that setting to top down...? Any ideas. Anyone ever see this before?
