[cisco-voip] role-based security

We have a new entry level tech that we just hired and we want to give him
just enough rights in the ccmadmin to be able to reset user's passwords.
(No, we are not AD integrated.) I have played around with the roles and
groups but I am unable to determine the correct rights to be able to sign
in and do what is needed. Has anyone else messed with this?
