[cisco-voip] Lotus Sametime Phone Control Tab Missing

The problem was partially user error and partially horrid documentation...
Although instructions were sent along with the plugin they were ignored by
the user (domino admin) that was attempting to install the plugin. He never
ran the ciscocfg to configure the site file before it was deployed. Once
that was done and the "enable control desk phone" check box was checked and
redeployed it was fine.
