If the telco opens the line, that means the call is connected. Guys, could tcl scripting do anything for that?

Hello

I have 2 Fxo modules with 4 ports so i got 8 ports. And both of them connected to different ISPs. And i want to choose which one to call. But when i used first one and if there is no service at that moment ISP opens the line and says no service sorry. Because of that message line stays up and its not passing to other FXO port for using y other ISP line. I have to change it manually to other Trunk group for other ip. How can i solve that problem without ISP. Because i talked to them about that problem and they said that they can't do anything they hve standarts.
