You could try turning on T.38 redundancy.  If you see problems with
ECM on with T.38 redundancy it's probably not a QoS problem.  I would
probably confirm the redundancy via packet captures as I haven't tried
T.38 redundancy over SIP providers before, not sure if they have any
restrictions.
