[cisco-voip] Cisco RightFAX ECM fax fails

Verizon will not support T38, yet. We are using g711fax pas-through.
It's definitely related to ECM, we are able send with this off, but failed
with it on. We have enable packet marking on the server with in Rightfax,
but with version 9.3 this was not working if I recall correctly. We are
running 9.4 and Opentext recommended it on this version.
