[cisco-voip] Cisco RightFAX ECM fax fails

It's pretty hard to test that - you could set up a few remote numbers
and do the capture on the other end of the PSTN to see if it matches
your audio as it leaves your site.  If it doesn't there is degradation
of audio quality through the Verizon network.  Good luck with that, if
that ends up being the (fairly likely) case.

When faxing doesn't work it's usually because it's not in fax mode
about 95% of the time.  The other 5% of the time is because of line
conditions, and when it's not T1 slips, it's a huge pain.
