[cisco-voip] more RSVP

Please note I don't know for sure..... because I'm still looking at it....
but my understanding is that if your Running CM 8+ that is tied in with RSVP
and it shows not enough BW it would fail over to the AAR configuration.

But that's just how I understand it, not that I have experience yet.
