Found my answer a bit further into the system guide in a 'note'.
"RSVP does not conflict with Automated Alternate Routing (AAR), which continues to function if AAR is configured."
What I take that to mean is where it says the call would fail, AAR kicks in and routes the call.

Please note I don't know for sure..... because I'm still looking at it.... but my understanding is that if your Running CM 8+ that is tied in with RSVP and it shows not enough BW it would fail over to the AAR configuration.
But that's just how I understand it, not that I have experience yet.

If your locations based bandwidth between two locations is insufficient to make a call AND you have RSVP set will the call still fail back to the PSTN using AAR or does RSVP throw a monkey wrench into the works with AAR?
I'll probably have more questions as I dig deeper into RSVP and how it may help or hinder us compared to locations based CAC alone.
