[cisco-voip] Restriciting where a phone can divert to, ver CUCM 7.1.3 su2

Afternoon All,
Is there anyone out there who is restricting where a DN can divert to,
we have a situation where we require a group of phones can only be
diverted to a certain number.
The only way I can think of to do this would be to divert the line,
remove the users access to the CCMuser page and remove the 'Cfwdall'
soft key from their IP phones.
Can anyone else think of a better way to do this?
