CA has a suite of products (formerly NetQoS) that can monitor a
variety of performance areas. They have a specific one called UCM that
takes a SPAN feed off of your call manager servers and tracks all the
calls wrt QoS metrics and also measures and alert on things like delay
to dial-tone, registration issues, etc.

There's also the IP SLA feature on most IOS routers and some catalyst
switches nowadays that you may already have.

was just having a conversation with someone on using Splunk to collect
CMR's and QRT reports and analyze performance data that way too.
Splunk is 'free' for small amounts of data.
