Yeah that's it to a 'T" 

Alas we didn't even think about the router upgrade til after 3 or more
hours troubleshooting CUCM and at that point I just downgraded.

I just spent 3 hours with the CCM team to find out MOH audio is getting
to the router but not to the PRI in said router. This is 2 different
routers.... No official bug yet but I'm about 900% sure the IOS update
we did is the issue.

You also can't deploy ZBF with IP SLAs in the same router as there is a
bug that makes the ZBF not work....

Wow what a day.
