I think you're looking for 'hping' or it's possible that 'nmap' will do the
trick for you.
These are both *nix CLI utilities.

Ping Utility While the standard ping built into the Cisco router will sweep the
range of sizes from 36 to 18024, does anyone if there is a utility out there
that will dynamically sweep the range of data patterns from 0x000 to 0xFFFF or
even sweep a user defined range of data patterns?
