[cisco-voip] Route Group not working for 2 VGs

I am facing one issue on one of my Gateway. I have created a Route group and assigned 2 VGs init with circular Algorithm and then route list and router pattern accordingly in order to send calls out through both VGs. Now when i tested few scenarions then i found one issue, if i shutdown first VG then calls go out from the 2nd VG smoothly with out any issue and every call gets connected and when both Vgs are UP calls go out through both VG one by one but when i shutdown my 2nd VG and test calls then i experiance the strange behaivior call goes out to cell phone and it rings, when the customer picks the call he can't hear any voice while checking on IP Phone side the phone keep on ringing even if customer drops the call the he gets the call again automatically and this time the connection between both parties get establish. I tried to reload the VG and it works for like 5-6 calls and then started the same behavior. I cheked all the configuration and debugs but couldn't find any thing as per my knowledge. What should do now in this case because if this is configuration issue then the same behaivior should be on 2nd Gateway. Any help would be appreciateable.
