[cisco-voip] v15 boot system command

Thanks Peter. 

Something I might try for a learning exercise with the next upgrade is to reboot the VG224 after the upgrade without the boot system command present to see if it downgrades to v12 since it is the first one listed. 

As I mentioned in a follow up message, adding the command afterwards sticks.
