[cisco-voip] Inactive SCCP Connections

I faced this problem while replacing a CMM module in order to upgrade
CUCM to 8.5 from 4.2....thus if the solution is to upgrade the CUCM it
is not an option for me for now unless CMM is supported with CUCM 8.5.

Anyway I have a opened a TAC case for it " # 617249441"

Session leaks certainly are certainly possible, here is one example:

CSCsy26765    MTP leak during transfer to SIP trunk 

You might start there.  If that is not the true root cause it provides a
starting point for investigation.
