[cisco-voip] forward CSS changes from v4 to v7

I believe the CSS activation policy is used to control this behavior.

System default value for this setting is “With Configured CSS” in the  Clusterwide Parameters (Feature - Forward) section of the CallManager system service parameters.

I've noticed some forwarding changes from v4 to v7. I recall someone posting this not too long ago, but I can't find the message.

Previously, if there was no forwarding CSS set, it would inherit the CSS of the line.

I'm guessing this is no longer the case? Anyone know when this changed?
