[cisco-voip] forward CSS changes from v4 to v7

Actually in 4.x this feature was broken and in 6.x+ it has been "fixed". If
you read through the SRND on the topic i believe they say that if the CSS
was set to None the outcome may vary, however I always remember it adopting
the concatenation of the line/device as well
If your performing an upgrade keep that in mind because after the upgrade
most likely CFwding will not work unless you change CFwd activation policy
or bulk update the Cfwd CSSes
